Hartley, 23, has been mired in a slump during the Saints' training camp. In a preseason game Friday night against the Cincinnati Bengals he missed a 20-yard field goal attempt in the first half before converting from 54 yards in the second half.

It was unclear what rules or policies Hartley may have violated, the report said. But the 23-year-old remained on the Saints' 80-man roster, according to the newspaper.

The Saints said Saturday they had signed 45-year-old kicker John Carney, selected for the Pro Bowl last season after he converted 35 of 38 field goal attempts and all 38 extra-point kicks for the New York Giants.

Carney rejoined the Saints after spending six years in New Orleans from 2001 through 2006.

Carney is the second-leading scorer in franchise history with 661 points. He ranks fourth in NFL history with 1,995 career points and 460 field goals in 289 regular-season games.
